The territorial problem in Russian-Japanese relations

The author of this article considers the Russian-Japanese territorial problem – a dispute about the ownership of the southern Kuril Islands, which moved to the Soviet Union/ the Russian Federation at the end of World War II.
According to the author's opinion, this problem was artificially created by Japan and improperly recognized by the USSR and Russia. The article traces the history of this problem during the reign of M. Gorbachev, B. Yeltsin, V. Putin, D. Medvedev and shows ambivalence of their position in the territorial issue.
In the first part of the article consideration of this problem ends in 2003, when Moscow and Tokyo carried the Russian-Japanese Plan of Actions and the Sakhalin Region Duma made the statement addressed to President Vladimir Putin.
